Lacey Mangum, President: Declared the Third and final Session of the 2007-2008 Tennessee Association of Student Nurses House of Delegates came to order.

Roll Call of Delegates

Lacey Mangum, President asked Caden Austin, Secretary if there was a quorum.

Lacey Mangum, President, yielded the floor to Caden Austin, Secretary, for the reading of the minutes.

Caden Austin, Secretary: Show —-The minutes from the second session of the 2008 Tennessee Association of Student Nurses was presented for their review.

Motion #5: I, Audrey Hodge, Jackson State Community, move to read the minutes from the overhead projector and seconded by Hugh Jarnagin, Tennessee Wesleyan

Action: Carries

Motion #6: I, Lacresha Seals, Middle Tennessee State University, move to accept the minutes with changes, seconded by Billie Matchett, Roane State Community College

Report of Tellers

Lacey Mangum, President, yielded the floor to Raycene Brewer, TNA Liaison Consultant who gave the report.

Lacey Mangum, President: announced that all newly elected offices should stand and approach the podium. All other delegates and members were asked to please remain seated during the installation ceremony.

Installation Ceremony

Presiding: Lacey Mangum, Immediate Past President installed the new board by saying the following:

Lacey Mangum, Presiding Officer: As the Immediate Past President of TASN, it is my privilege to install the newly elected Board. You have been chosen to assume leadership in guiding us toward the fulfillment of our objectives. The membership of TASN has affirmed their belief that you possess the qualities of leadership, understanding, and vision to inspire greater accomplishments. The responsibilities of those elected to serve our Association are spelled out in our Bylaws and Policies. Do you promise to abide by these Bylaws and Policies to the best of your abilities? If so, please answer, “I do”.
NEWLY ELECTED OFFICER State “I do”.

Lacey Mangum, Presiding Officer: Gave everyone a moment to rise. She then made the following statement. “Members of the Tennessee Association of Student Nurses, it is my privilege and honor to present you the Board of Directors for the coming year. I declare them duly installed to direct and guide, to plan for the future, and to represent all members. “To the newly elected Board, on behalf of the entire membership of the Tennessee Association of Student Nurses, we pledge our loyal support.”

Lacey Mangum, President declared the second session of

the Tennessee Association of Student Nurses House of Delegates came to order.

Caden Austin: There is a quorum

Lacey Mangum, President: Yielded the floor to the Raceyne Brewer, TNA Liaison.

Raceyne Brewer, TNA Liaison: Announced nominations from the floor were in order. Delegates may nominate themselves and/or others for office. This was the last opportunity for nominations. Further nominations from the floor were requested. The Chair then declared that nominations were closed for all offices. The slate appears as follows:

Motion #5: I Lisa Bonnie, Jackson State Community College, move to close the slate of candidates for the 2007-2008 term of office and seconded by Hugh Jarnigon Tennessee Wesleyan

Action: Carries.

Lacey Mangum, President: The Chair reminded candidates, those on the pre-slate selected and those who were nominated from the floor, have an opportunity to present their qualifications and objectives for office tonight.

The Chair called attention to the fact that delegates must wear their delegate ribbons at all times when seated in the House of Delegates.

Lacey Mangum, President: At this point in time the House invites each of the candidates for office to present a speech to the House of Delegates. Each candidate will be allowed 2 minutes to speak and 2 minutes of questions from the House of Delegates. The Presidential Candidates will present last, and will each be allowed 3 minutes to speak and 2 minutes of questions from the House of Delegates.

At this time would the candidates come forward to give a two minute speech.

Lacey Mangum, President: Called the Annual Meeting of the Tennessee Association of Student Nurses will to order. All meetings of the Tennessee Association of Student Nurses are conducted according to Roberts Rules of Order.

Roll Call of Delegates

Lacey Mangum, President: The first business in order was the roll call of Delegates. The Chair recognized Secretary, Caden Austin, for the roll call.

Caden Austin, Secretary: Delegates may not leave or be seated while the roll call is in progress. If a Delegate comes in late, they must write their name and school on a slip of paper and send it to the Secretary before being seated in the voting area.

Caden Austin, Secretary: Delegates have been seated in the Delegate area by school.

We will now start roll call.

­­­­­­­­­­­­­­­­­Lacey Mangum, President stated, “In accordance with the requirements of the Tennessee Association of Student Nurses, a quorum consists of 51% of the Delegates present and voting. Therefore, the Chair declares that a quorum is present. Please remember that a quorum is necessary at every business meeting in order for the House of Delegates to carry out any business. As you know, meetings of TASN are open to the public. Often, as the House is debating issues that concern the general public, the news media may come to the convention to cover such news. We believe that you will agree that the presence of the media conveys our willingness to the public scrutiny of our debates on issues that affect our profession and the public”.

Rules for Business Meeting

Lacey Mangum, The Chair again recognized Secretary, Caden Austin, for an overview of parliamentary procedure that will be followed during all meetings of the House of Delegates.

Address of President

Lacey Mangum gave the Presidents End of Year report which was included in a hand out given at registration.

Lacey Mangum, President: Introduced TASN’s Eric Howard to give the report.

Eric Howard, Treasurer: The Profit and loss and balance sheet for the fiscal year 2007-2008 is found in the business book on pages 28-31.
Lacey Mangum, President: Do we have a motion to adopt the TASN 2007-2008 Fiscal Report?

Motion (1): I move to accept the 2007-2008 financial report as

written on page 28 through 31.

Slate of Officers and Report of Nominations and Elections Committee

Lacey Mangum, President: The next order of business is nominations for candidacy.

­­­­­­­Raycene Brewer, TNA Liaison: The campaign regulations are distributed to all candidates in the business book page 8. Nominations for candidacy may be made at the first and second business session. The House of Delegates will elect the incoming Board. The slate of candidates at this time reads as follows: (Read Slated Candidates)

Raycene Brewer, TNA Liaison: Nominations from the floor are now in order. A candidate nominated from the floor must have had their credentials for eligibility completed and given to myself or TASN BOD, TNA Liaison prior to 1400 on this date. Failure to do so disqualifies the candidate.
The delegate presenting a name for nomination should state whether the member has consented to serve, if elected. All delegates will have an opportunity to listen to candidate presentations at the second House of Delegates Session. All voting delegates will have the opportunity to vote for each office including the 3 Regional Directors.

Raycene Brewer, TNA Liaison: Are there further nominations to any of the offices?

Raycene Brewer, The Nomination Chair: declares that nominations are closed for all offices until this afternoon’s business meeting, in the same location. The second business meeting will be the last opportunity to present nominations. You may pick up candidate applications from the Registration Table. All those planning to be nominated during the second meeting must have their consent-to-serve forms submitted by 1400 this day.

Lacey Mangum, President: The Chair wishes to remind you that all candidates, those on the preslated list and those who have been nominated from the floor, have an opportunity to present their qualifications and objectives for office tonight. Each Candidate will be asked to deliver a short presentation to the House of Delegates outlining his/her qualifications and goals for office. The House of Delegates, Board of Directors, and all others in attendance will be allowed 2 minutes to question each candidate.

Those persons nominated during this meeting are to come to the front immediately following this meeting to meet with the TNA Liaison.

Lacey Mangum, President: There are three announcements:

1.Needing volunteer coordinator for NSNA annual convention in Nashville TN April 15 through 19th, 2008.

2. Needing a new T-shirt design. Please turn in sketch/design by the closing of the third HOD.

3. Still taking applications for personal/chapter awards by the closing of the second house of delegates.
